Abstract:
The Commonwealth of Virginia’s Technology Standards for Instructional Personnel (TSIP) was examined as a case of multi-site policy, as it applies to instructional technology proficiency certification as a condition for public school inservice teacher relicensure. Analysis illustrates how within and among sites and phases of implementation the conditions for TSIP policy enactment translated into consequences in one Virginia school division, through the activation of the various stakeholders’ intentions, their mobilization of resources, and their application of conventions.
