Abstract:
The purpose of this study is to examine the changes which occurred in the system of taxation during an extremely trying period in the history of Virginia Finance. Many pressures were brought to bear on Virginia fiscal policy during this period, and this survey examines the effects of these political and economic pressures on the system of revenue and expenditures.
