Abstract:

A survey of the literature revealed that a few statewide (Virginia) histories on black education have been done and some local studies also. However, there is still need for many more local investigations, especially in certain areas not covered by previous research. Thus, the Portsmouth investigation has proved an additional local study to help fill the void. The problem in the investigation was to to an historical case study of the education of blacks in the Portsmouth city public schools during the period of 1871-1973. The investigation was concerned with those schools that were designed to educate blacks. In some instances, limited references to white education have been made, at least by inference, for comparison only.
The procedure employed in gathering the data included an examination of the Portsmouth City School Board Minutes from 1871 to 1973 and the local newspapers covering the same period with emphasis on June and September. Also, interviews were conducted for greater understanding and additional information concerning the subject. Other general and local studies found at Hampton Institute, the University of Virginia and Virginia State College were examined for comparative and contrastive information.
