Abstract
Digital platforms create new economic opportunities but must navigate regulatory challenges to sustain their business models. The technical project develops a local gig economy app, while the sociotechnical research examines how sportsbooks shape gambling rules. Fragmented services for odd jobs in Charlottesville leave students and residents without reliable options for tasks or side income. Hoos Helping addresses this through a web application with user authentication, task posting and browsing, acceptance workflows, and admin moderation. Built via agile sprints, the prototype integrates Google login and maps, demonstrating feasibility through usability tests and feedback. Digital sportsbooks protect their models from U.S. regulation post-2018 by normalizing betting as fan engagement, shaping legal definitions, and leveraging economic arguments. Documentary evidence shows firms like DraftKings deploy sequenced strategies with leagues and lawmakers to secure permissive policies, balancing revenue with public health concerns.
