As machine learning, quantum technology and other new data processing modes are introduced, developed and applied, how may such systems’ efficacy be optimally reconciled with competing values such accessibility, equity and privacy? To retrieve documents from vast legal corpora with greater precision than conventional keyword search, a means of semantic discovery was developed. Documents are embedded with transformer models and indexed in a vector database. With the system, practitioners receive rapid and accurate recommendations without proprietary tools. The project demonstrates that transformer-based semantic search can materially strengthen legal research workflows and establishes a basis for future developments in transparency, multilingual retrieval, and bias mitigation. To develop quantum technology, the United States and China apply governance mechanisms that manage problems of authority, risk, and expectations. The documentary record indicates that institutional differences make quantum technology research different in the two countries. By revealing how states enact distinct theories of technological order, the comparison sheds light on research governance across other emerging, high-uncertainty fields
