Abstract
This paper aims to address the question of how public trust in the Chicago Police Department was impacted by the implementation and retraction of person-based predictive policing technologies in the city of Chicago starting in 2013. Procedural Justice Theory is a framework used to examine why and how trust in authority is established. This framework was used to analyze statements made by the Chicago Police Department to assess how predictive policing technologies were used and statements made to the public. The Chicago Police Department case illustrates the importance of transparency, public dialogue, and support in law enforcement initiatives in the context of public trust in authority and the relationship between the public and police. These findings show how future law enforcement initiatives using technology could be implemented in a way that establishes public trust in law enforcement.
