A study of the police records of Negro offenders in Charlottesville, Virginia, from 1927 to 1931

This study is offered as an attempt to throw some light on the Negro and the world in which he lives through an analysis of Negro police records and a select number of case histories. In pursuing the investigation an effort was made to view the Negro’s record in terms of behavior – to see the situations which provide the setting for Negro crime.
