Abstract
No attempt is made here to write a biography of Thomas Lewis or even to delve deeply into any particular phase of his public service. Rather it is to sketch the outstanding events of his life which throw most light on the development of his period and to establish him as an important leader whose work should be better known to historians, particularly those especially concerned with Virginia history.
